BIODIESEL ACCESS TASK FORCE

 

NOTICE OF PROPOSED AMENDMENT TO THE BYLAWS OF

THE SAN FRANCISCO BIODIESEL ACCESS TASK FORCE

TO BE ACTED UPON AT THE MEETING OF MARCH 6, 2008

 

 

This notice is issued pursuant to Article X – Amendment of Bylaws of the San Francisco Biodiesel Access Task Force requiring circulation of proposed amendments in writing to all Task Force members and noticed to the public at least ten (10) days prior to such meeting.  The following provisions are proposed for amendment to read as follows:

 

Article II – Biodiesel Access Task Force

Section 1:  Number

            The Biodiesel Access Task Force shall consist of seven voting members appointed by the San Francisco Board of Supervisors and ten non-voting member representatives appointed by City and County of San Francisco Department Heads from:  The Department of the Environment, The Port, The San Francisco Public Utilities Commission, The Fire Department, The Department of Public Health, The Planning Department, The Municipal Transportation Authority, The Department of Building Inspection, The Treasurer/Tax Collector, and The Mayor’s Office of Workforce and Economic Development.

 

Section 2:  Term of Appointment

            The term of each voting Task Force member shall be until December 31, 2009 unless removed by the Board of Supervisors, at his or her discretion.

 

Article III - Officers

Section 2:  Term of Office

            The term of each office shall be until December 31, 2009.

 

Section 3:  Nomination and Election of Officers

A.        Nominations and Elections for officers shall be conducted at the Special Meeting of the Task Force on March 6, 2008.  At the Task Force meeting held on March 6, 2008, any voting Task Force member interested in running for office shall state publicly his or her interest and willingness to run for a specific office.  Such Task Force members, and any other voting Task Force members nominated at the March 6 meeting, shall be candidates for office.

 

 

 

Article V – Meetings of the Task Force

Section 1:  Quorum

            At all meetings of the Task Force, the presence of a majority of the voting members shall constitute a quorum for all purposes.  The affirmative vote of a majority of the voting members shall be required for the approval of any matter, regardless of the number of vacancies on the Task Force or number of voting members present at the meeting.  Based on a membership of seven voting members, four voting members constitute a quorum.  Likewise, four affirmative votes are required for the approval of any matter.  If a quorum is present, a majority of those present may vote on purely procedural matters. 

 

Section 6:  Regular Meetings

            Beginning April 2008 the regular Task Force meetings shall be held ____ on the third Thursday at 10:00 a.m., except in the case of a City-recognized holiday, when the meeting shall be rescheduled to a special meeting.  Meetings shall be held at City Hall, 1 Dr. Carlton B. Goodlett, Jr. Place, Room 278, in the City and County of San Francisco.  This information shall be posted on the Department of the Environment’s website. 

Article VI Committees

Section 1:  Membership Of Committees

Committee members shall be appointed by the Task Force Chair and will serve until December 31, 2009.

 

Section 3:  Committee Meetings

            Committees shall meet at regularly scheduled times and places, as established by vote of the Task Force.  Meeting times shall be posted on the Task Force’s website.  Agendas of committee meetings shall be noticed in accordance with Article VII Requests for Notices and Agendas.  Committee meetings will be generally conducted in the same manner as regular Task Force meetings.

 

Section 6:  Standing Committees

The Task Force shall have one standing committee called the Marine Committee. The Committee shall have ___ ( ) voting members comprised of ___. The ___ Task Force members shall include _____.

 

Section 7: Marine Committee

The Marine Committee shall meet on the ____ of ___ month from ____ a.m. – ____ p.m. at the Port of San Francisco, Pier One, Conference Room Bayside 3.  The Marine Committee shall focus on providing biodiesel access in the marine environment and to work with General Petroleum to make that happen.
