ORDER OF BUSINESS
1. Call to Order and Roll Call. The Biofuels Permit Working Group meeting convened at 9:30 a.m. Present: Members Jordan, Devine, Gauss, Curd and St. Jean.
2. Introduction. (Discussion) Working Group members reviewed the general meeting purpose to provide a clear regulatory road map for biodiesel access in San Francisco.
3. Revision of Meeting Schedule. (Discussion and Action) Working Group members in attendance agreed that meetings would be held just prior to the regularly scheduled Biodiesel Access Task Force in the same meeting room 278, on the first Tuesday of every other month.
4. Review of Communication Pathways. (Discussion) Chair Jordan explained to the Working Group members that no communication can be made that includes a quorum of members outside of a regularly scheduled publicly announced meeting. Email communication will be used between meetings between the Task Force members and each City agency.
5. Scope of Work Group. (Discussion) The scope of the Work Group is to prepare a document(s) that describe the parameters that biodiesel can be stored and used within San Francisco. Biodiesel is one of the early alternative fuels, and this process may be needed as each new fuel becomes viable.
6. Description of Permitting Scenarios. (Discussion) Currently there are six different cases where biodiesel is involved and each one will need to have Best Management Practices (BMP's) identified along with clarifying which portions of regulations are applicable. Additional scenarios may be added such as biodiesel production and railcar deliveries. Currently a 2007 Planning Department Memo is being updated to articulate the regular process for opening a gasoline station in San Francisco. There are several different formats that the final document may be in and after the bulk of the material is generated, a final format will be discussed. 7. Next Steps. (Discussion) Each department is to review the existing 2007 Planning Department Memo – Gas Station Regulations and update and prepare initial comments for the first six biodiesel scenarios.
8. Public Comments. Members of the public may address the Working Group on items that are within the Working Group’s jurisdiction and are not on today’s agenda. There was no public comment at this time.
9. Adjournment. The Biofuels Permit Working Group meeting adjourned at 10:00 a.m.
The next meeting of the Biofuels Permit Working Group is scheduled for June 1, 2010, at 9:00 a.m. in City Hall, Room 278.
