09.26 Notice of Proposed Bylaws Amendment


NOTICE OF PROPOSED AMENDMENT TO THE BYLAWS OF

 

THE SAN FRANCISCO COMMISSION ON THE ENVIRONMENT

 

TO BE ACTED UPON AT THE MEETING OF SEPTEMBER 26, 2006

 

 

This notice is issued pursuant to San Francisco Charter Section 4.104 and Article XI – "Amendment of Bylaws" of the Bylaws of the San Francisco Commission on the Environment  ("Commission") which requires circulation of proposed amendments in writing to all Commissioners and noticed to the public at least ten (10) days prior to Commission approval. The Commission proposes to amend Bylaws Article IV – “Officers,” Section 3: “Nomination and Election of Officers” to change elections for officers to be conducted in January of each year and Article VII – “Committees,” Sections 6, 9, and 10 to establish the "Tidal Power and Alternative Energy Committee" as a new Commission Standing Committee as follows:

 

Article IV - Officers

 

Section 3:  Nomination and Election of Officers

 

A.        Elections for officers shall be conducted at the regular meeting of the Commission in October January of each year.  At the regular Commission meeting held in September November of each year, any Commissioner interested in running for office shall state publicly his or her interest and willingness to run for a specific office.  Such Commissioners, and any other Commissioners nominated at the October January meeting, shall be candidates for office.

 

Article VII - Committees

 

Section 6:  Standing Committees

 

                        The Commission shall have two three standing committees:  (1) Operations, and  (2) Policy, and (3) Tidal Power and Alternative Energy.  Each committee shall have three members.

 

Section 9.  Tidal Power and Alternative Energy Committee

 

            The Tidal Power and Alternative Energy Committee shall meet on the second Wednesday of February, April, June, August, October, and December at 5:00 p.m. in Room 408, City Hall, One Dr. Carlton B. Goodlett Jr. Place in the City and County of San Francisco.  This information shall be posted on the Department of the Environment’s website. The Committee will focus on developing a plan for San Francisco to achieve 100% renewable energy for the city’s electricity and transportation fuels in less than 25 years.  The Committee will investigate the potential role of tidal power and other innovative ideas for alternative energy. 

 

Section 9 10:  Other Committees

 

The Commission and/or the President, at his or her discretion, may establish other committees or task forces on an ad-hoc basis to perform tasks or functions as necessary, or to address issues outside the purview of the standing committees.
