1.      CALL TO ORDER AND ROLL CALL

2.      ACTION:  Adoption of Minutes of the September 20, 2006 Special Meeting Retreat and September 26, 2006 Regular Meeting (Explanatory Documents:  Draft Minutes of the September 20, 2006 Special Commission Meeting Retreat and September 26, 2006 Regular Commission Meeting)**

 

3.      PUBLIC COMMENTS:  Members of the public may address the Commission on matters that are within the Commission’s jurisdiction and are not on today’s agenda.

 

4.     INFORMATIONAL REPORT and ACTION:  Commission approval of the Implementation of the Precautionary Principle-Three Year Review Report.  The Commission will submit a report to the Board of Supervisors on the effectiveness of the Precautionary Principle policy as required by Environment Code Chapter 1, Section 102.

         Chairs Report:  Commissioner Wald will highlight the meetings of Monday, October 30, 2006 and November 13, 2006 and review the agenda for the upcoming meeting on Monday, December 11, 2006, 5:00 p.m. to be held at City Hall, Room 421.  

11.  INFORMATION: Director’s Report

         Nelly Sun, Senior Management Assistant to Jared Blumenfeld, Director, Department of the Environment will give updates on SFE administrative and programmatic operations relating to Budget Planning, Strategic Planning, Climate Division, Outreach and Education Division, Environmental Justice Division, Zero Waste, Toxics Reduction Program, and the Urban Forestry Division.

Public Comment

 

At this time, members of the public may address the Commission on items of interest that are within the subject matter jurisdiction of the Commission but are not on today’s agenda.  Public comment will be taken following each agendized item.  Each member of the public may address the Commission for up to three minutes, unless otherwise announced by the President. If it is demonstrated that the comments by the public will exceed 15 minutes, the President may continue Public Comment to another time during the meeting.

 

The Brown Act forbids the Commission from taking action or discussing any item or issue not appearing on the posted agenda.  This rule applies to issues raised in public comment as well.   In response to public comment, not on an agendized item, the Commission is limited to:

 

1.             Briefly responding to statements made or questions posed by members of the public, or

2.             Request staff to report back on a matter at a subsequent meeting, or

3.             Directing staff to place the item or issue on a future agenda  (Government Code Section 54954.2(a).)

 

Disability Access

 

The Commission on the Environment’s Special Meeting at Casa de la Vista, Building 271 Avenue of the Palms, Treasure Island is wheelchair accessible.  The closest accessible MUNI line serving this location is the MUNI 108 bus that stops at the Transbay Terminal.  The closest stop to the Casa de la Vista is the entrance gate to Treasure Island, two blocks away walking on Avenue of the Palms (northward inside the gate). For information about MUNI accessible services call (415) 923-6142.  There is accessible curbside parking in the parking lot immediately after the entrance of the building.

 

In order to assist the City's efforts to accommodate persons with severe allergies, environmental illnesses, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees may be sensitive to various chemical based products.  Please help the City accommodate these individuals.  Individuals with chemical sensitivity or related disabilities should call the Mayor’s Office on Disability accessibility hotline at (415) 554-6060.

Take Interstate 80 EAST onto the Bay Bridge.  Once on the Bay Bridge, stay in the LEFT lane.  Take the TREASURE ISLAND Exit just before the tunnel.  Follow Treasure Island Road to the main gate.  Continue through the gate onto Avenue of the Palms.  Casa De La Vista is on the right.  Parking is available immediately before the building.
