Order of Business

 

1.      Call to Order and Roll Call.  The Urban Forestry Council Meeting convened at 8:35 a.m.  Present:  Chair Milne, Vice-Chair D’Agostino, Council Members Cohen, Hillan, LeBeau, Rodgers, Sustarich, and Vargas; Excused:  Members Blair, Buck, Nervo, and Sherk.  Urban Forestry Council Coordinator Hui announced that Chris Buck has replaced Carla Short as the Department of Public Works representative.

 

2.      Adoption of Minutes of the August 25, 2009 Urban Forestry Council Regular Meeting. (Discussion and Action) Upon Motion by Member Cohen and second by Member Rodgers, the August 25, 2009 Meeting Minutes were unanimously approved without objection (AYES: Chair Milne, Vice-Chair D’Agostino, Council Members Cohen, Hillan, LeBeau, Rodgers, and Vargas; Absent: Members Blair, Buck, and Sherk) (Explanatory Document: August 25, 2009 Approved Minutes).

 

3.      Review and Approval of the Amended San Francisco Street Tree Recommendations List for 2009.  (Explanatory Document:  Resolution File No. 006-09-UFC Amending Street Tree Recommendations List for 2009 and Amended Street Tree Recommendations List) (Discussion and Action)

 

Council Coordinator Hui reported that the Planning and Funding Committee at their September 8 Special Meeting reviewed the Street Tree Recommendations List and proposed two amendments (1) adding “native” notation by San Francisco native trees; and (2) adding the Aesculus californica tree.  Vice Chair D’Agostino opposed the addition of the Aesculus californica tree.  Council members and Coordinator Hui discussed (1) creating a working group to address list imperfections, adding additional information about the trees, and adding or deleting trees; (2) creating student projects; and (3) the importance of coinciding with other agency recommendations. 

 

Member Cohen motioned to approve Resolution File No. 2006-09-UFC amending the San Francisco Street Tree Recommendations List for 2009, second by Member Rodgers.  Member Hillan proposed that the motion to approve the list include a recommendation that there be a process to address list imperfections. The proposed amendment was not added to the original motion.  This motion did not pass.  (VOTE:  5-2; AYES:  Chair Milne, Members Cohen, LeBeau, Rodgers, and Vargas; NOES: Vice Chair D’Agostino and Member Hillan; Absent: Members Blair, Buck, and Sherk))

 

4.      Urban Forestry Council Members Review and Discussion of their Attendance at Meetings for Fiscal Year 2008 to Present. Sponsor: Vice-Chair D’Agostino (Discussion)

 

Council Coordinator Hui reported that the Mayor’s Office has not yet reappointed a member to Ex-Officio member Mike Boss’s seat, and that the Council could provide recommendations to fill this seat, which would require an appointment from the tree care industry. Vice Chair D’Agostino indicated that she would provide outreach to professional tree care organizations. 

 

Council Members discussed (1) the importance of attendance at meetings in order to pass resolutions and hold meaningful discussions; and (2) the possibility of requesting that members who miss more than three consecutive meetings be asked to step down. Ms. Fish confirmed that the Council Bylaws includes a statement allowing for Council action if a member misses a specified number of meetings per calendar year. Chair Milne reported that the Council Secretary is required to issue yearly attendance reports to the member’s appointing authority and indicated that a letter could be written requesting a replacement member if necessary.  Members would be contacted for an explanation of their absence before action is taken. This item was continued to the Call of the Chair.       

 

5.      Staff Report.  Staff will provide updates on Urban Forestry Council administrative and programmatic operations relating to research, planning, funding, outreach, and other related activities. (Informational Report and Discussion) (Explanatory Document: Staff Report)

 

Council Coordinator Hui provided a written staff report (explanatory document above) and discussed the landmark tree tour, the San Francisco urban gleaning project, tree map work, the Commission on the Environment resolution to prioritize the Urban Forest Plan, feedback from the Annual Urban Forest Report, Green Christmas Program, and strategic planning session. 

 

6.      Committee Reports: (Informational Reports and Discussion)

Planning & Funding Committee--the next meeting is scheduled for Thursday, October 15, 2009, 4:15 p.m. at City Hall, Room 421. Chair Milne reported that the Planning & Funding Committee at their last meeting discussed the San Francisco Street Tree Recommendations List discussed at today’s Council meeting.

Landmark Tree Ad Hoc Committee Report—Chair Milne reported that there were no meetings held recently to consider landmark trees.

 

7.      Chair’s Announcements: Terry Milne, Chair, Urban Forestry Council (Information and Discussion). Chair Milne appointed Council Member HIllan as the Chair to the Landmark Tree Committee and announced that appointments to the Planning & Funding Committee would be made at a future date.

 

8.      New Business/Future Agenda Items. (Information and Discussion).  Coordinator Hui reported that she would contact UCSF and request additional information on the Mount Sutro Plan.  Chair Milne reported that a presentation would be given at a future Council meeting on pine pitch canker.  Member Cohen invited Council Members to join the Merritt College Pruning Club in collaboration with the Living Library at the Denman Middle School on October 3 from 10 a.m. – approximately 3:00 p.m. and learn to improve their pruning skills.  Chair Milne asked that Council Members review the City Attorney’s Memorandum on “Political Activity by City Employees and Officers” that Ms. Fish emailed to all Council Members.

 

9.      Public Comment:  Members of the public may address the Council on matters that are within the Council’s jurisdiction and are not on today’s agenda.  There was no public comment at this time.

 

10.  Adjournment.  The Urban Forestry Council meeting adjourned at 9:28 a.m.
