Order of Business
1. Call to Order and Roll Call. The Landmark Tree Ad Hoc Committee meeting convened at 4:04 p.m. Present: Chair Hillan, Members Hillson and Vargas; Absent: Member Costello.
2. Approval of Minutes of the January 11, 2011 Urban Forestry Council Landmark Tree Committee Regular Meeting (Explanatory Document: January 11, 2011 Draft and Approved Minutes) (Discussion and Action). Upon Motion by Member Vargas, second by Member Hillson, the January 11, 2011 Draft Minutes were approved without objection (AYES: Members Hillan, Hillson and Vargas; Absent: Member Costello).
3. Amendments to the Landmark Tree Ordinance. Committee Members will discuss proposed amendments to the Landmark Tree Ordinance and make recommendations to the full Council. (Continued from the January 11, 2011 Meeting) (Explanatory Documents: Article 16 Proposed Grove Revisions and Cover, Summary of Landmark Tree Ordinance Proposed Amendments, Landmark Grove Definitions and Designation Criteria and Draft Appendix A-Proposed Article 16 Revisions Landmark Groves) (Discussion and Action) Speaker: Jocelyn Cohen
Ms. Cohen, Council Member Milne, and Council Coordinator Hui were in attendance for this meeting and participated in Committee discussions. Member Vargas provided suggestions for landmark grove definitions for Article 16, Section 802 and designation criteria, Article 16, Section 810 (see explanatory document). A discussion was held and amendments to designation criteria were proposed. There was further discussion on (1) Section 810(h) Replacement of Landmark Trees to consider replacement of landmark trees within a grove; and (2) the rationale and process for enumeration of trees in landmark groves (see explanatory document Appendix A).
This agenda item was continued to a March 8, 2011 Special Meeting. Coordinator Hui stated that she would request feedback from the Department of Public Works Deputy City Attorney on landmark grove definitions and designation criteria and bring back an amended nomination packet to include landmark groves to the next meeting. Members were asked to decide whether replacement criteria within a grove should be included in the initial round of proposed amendments and to consider a programmatic way to move that forward
4. New Business/Future Agenda Items. (Information and Discussion) This agenda item was not discussed at this time.
5. Public Comment: Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda. There was no public comment at this time.
6. Adjournment. The Landmark Tree Committee meeting adjourned at 5:24 p.m.
