COMMITTEE MEMBERS: Carla Short (Chair), Naomi LeBeau, Terry Milne, AnMarie Rodgers, Bonnie Ora Sherk
Order of Business
1. Call to Order and Roll Call. The Planning and Funding Committee meeting convened at 4:23 p.m. Present: Chair Short, Members Milne and Sherk; Absent: Member LeBeau; Excused: Member Rodgers.
2. Approval of Minutes of the June 18, 2009 Urban Forestry Council Planning and Funding Committee Regular Meeting. (Discussion and Action) Upon Motion by Member Milne and second by Member Short, the June 18, 2009 Meeting Minutes were approved without objection (AYES: Chair Short, Members Milne and Sherk; Absent: Members LeBeau and Rodgers) (Explanatory Document: June 18, 2009 Approved Minutes).
3. Public Comment: Members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda. There was no public comment at this time.
4. Review and Edit of the Annual Urban Forest Report Draft. The Committee will review and edit the Annual Report Draft and make a recommendation to adopt the report to the full Council. Sponsor: Council Coordinator Mei Ling Hui (Explanatory Document: Annual Report Draft and Amended Annual Report Draft) (Discussion and Action)
Council Coordinator Hui submitted an amended version of the Urban Forest Report Draft that contains additional information received from agencies. Committee members reviewed and recommended edits to the Annual Urban Forest Report Draft for recommendation to the Council for approval at their August 25, 2009 meeting (Explanatory Document: Annual Report with Planning Committee Edits).
5. Review and amendment of the San Francisco Street Tree Recommendations List for recommendation to the Urban Forestry Council. Sponsor: Member LeBeau (Explanatory Document: San Francisco Street Tree Recommendations List) (Discussion and Possible Action).
Chair Short stated that she would ask Council Members for their suggestions on the Street Tree Recommendations List at the August 25, 2009 Council meeting. This agenda item was continued to the September Planning and Funding Committee meeting due to the absence of the agenda item sponsor.
6. Urban Forestry Council Strategic Planning. The Committee will review the Council's opportunities, constraints, strategies, direction, and assess Council strengths/weaknesses. Committee will also discuss current resource needs and may make strategic planning suggestions to the full Council. (Continued from the June 18, 2009 Meeting) Sponsor: Member Sherk (Discussion and Possible Action)
Council Coordinator Hui reported that she would be providing Committee Members a list of the comments received from agencies in response to the Annual Report surveys asking what the Urban Forestry Council should work on in the future. Member Milne stated that he felt the Council’s discussion of Priority Work Plan Goals were helpful strategic planning wise. Member Sherk suggested further consideration of developing an Education Committee. Committee Members talked about scheduling an off-site retreat to devise strategic planning ideas. Further discussion included researching the possibility of having retreat facilitation, retreat logistics, and Sunshine Ordinance requirements. This agenda item was continued to a future meeting to devise a retreat agenda for recommendation to the full Council.
7. New Business/Future Agenda Items. (Discussion). Council Coordinator Hui, Chair Short, and Member Sherk reported that they may not be available for the September Committee or Council meetings. Committee Members discussed rescheduling the September 17th meeting to September 8th to discuss Urban Forestry Council strategic planning. Chair Short requested a discussion of the Pine Pitch and Sooty Canker issues at the next meeting.

9. Adjournment. The Planning and Funding Committee meeting adjourned at 5:16 p.m.
